Including this one. We’re Search Scientists, we’re on this list, and we manage Google Ads for a living. So here’s the deal we’ll make with you: every claim about every agency below comes from that agency’s own public site, and every entry includes who it isn’t for — us included.

We’re doing it this way because the alternative is what you’ve already seen: ten agencies, ten paragraphs of “data-driven, results-focused, ROI-obsessed,” no way to tell them apart. That’s not a comparison. That’s a directory with adjectives.

What actually separates Google Ads agencies is boring and specific: what they only do, who they staff on your account, whether they touch conversion tracking or just bids, and what happens in month four when the easy wins are gone.

How we picked

Four filters, applied in this order:

  1. Google Ads is a core service, not a bolt-on. Every agency here runs paid search as a named practice.
  2. Verifiable public claims. Team size, offices, partner status, named clients — checked on their own site, not a directory.
  3. A distinct fit. If two agencies serve the same client identically, only one earned a slot.
  4. A stated limitation. If we couldn’t name who an agency is wrong for, we left it out.

We did not rank 1-to-10. Ranking agencies against each other without knowing your budget, vertical, and sales cycle is theater. Each entry is a best for.

KlientBoost calls itself an “Outcome Marketing Agency,” founded and led by Johnathan Dane, with offices in Costa Mesa, Raleigh, and London. They’re a Google Partner, Microsoft Advertising Partner, and Facebook Business Partner, and they publish a quarterly hit rate against client goals — “We Hit 83% of Client Goals In Q2, 2026” was live on their site at the time of writing.

Genuine strength: conversion rate optimization is a first-class service, not an upsell. Landing page design and onsite conversion work sit next to PPC, which matters because roughly half of “our Google Ads aren’t working” problems are actually post-click problems. They also publish a resource library that’s unusually good, and they’ve built their own software (Kite).

Where they’re the wrong call: a CRO-led model means more moving parts and more of your team’s review time. If you want someone to quietly optimize an account you’re happy with, this is more machinery than you need.

Best for: lead gen and SaaS teams whose landing pages are the bottleneck; companies that want ads and post-click owned by one team.

Disruptive Advertising best for larger budgets that want an audit before a contract

Disruptive states 160+ employees, $450M+ in annual client ad spend, a 4.8 average from 350+ Clutch reviews, and a #145 Inc. 500 placement. Named clients on their site include Adobe, KPMG, Guitar Center, and Scotts Miracle-Gro. Their pitch is audit-first — they lead with the claim that most marketing spend is wasted, and offer a 90-day measurable-growth guarantee.

Genuine strength: scale plus an entry point that costs you a diagnosis instead of a year. If you’re inheriting a messy account with real spend behind it, an audit-first engagement is a reasonable way to find out what you’ve got.

Where they’re the wrong call: at that headcount, who actually sits on your account is the question to press in the sales call. Guarantees are also only as good as the metric they’re attached to — get the definition of “measurable growth” in writing before you sign.

Best for: established advertisers with meaningful monthly spend and a mandate to prove efficiency gains fast.

Black Propeller best for home services, franchise, and multi-location lead gen

Based in Abingdon, Maryland, Black Propeller runs paid search, paid social, performance creative, Amazon Ads, SEO, and — notably — conversion tracking and analytics setup as a named service. They’re a Google Partner, state “250+ Brands Trust Black Propeller,” and name clients including Embrace Pet Insurance and Metropolitan Bath & Tile. They’re part of Stellar and partnered with Pixis AI.

Genuine strength: their vertical list is unusually honest about where they live — Home Services, Franchise & Multi-Location, Legal & Finance, Construction. Multi-location lead gen is its own discipline: location-level bid adjustments, call tracking, and negative keyword hygiene per market. An agency that names that as a specialty usually has the templates built.

Where they’re the wrong call: the AI-native positioning and the Stellar/Pixis stack mean you’re buying into a toolset. If you want platform-agnostic management or you’re a single-location ecommerce brand, the fit is looser.

Best for: service businesses and franchises with a physical footprint and lead-volume targets.

HawkSEM best for regulated and complex verticals

Founded in 2006 in Los Angeles by Sam Yadegar and Rambod Yadegar, HawkSEM is remote-first, 80+ people, and states 250+ clients across 30+ industries. Twenty years in paid search means they’ve seen the policy edge cases.

Where they’re the wrong call: 250 clients across 30 industries is a generalist footprint by design. If your category is niche, ask directly how many accounts like yours they run right now.

Best for: B2B and regulated-industry advertisers who need policy fluency and long-cycle attribution.

SmartSites best for SMBs who need the site and the ads from one team

Co-founded and led by Michael Melen, New Jersey–based SmartSites is a Google Premier Partner, Meta Business Partner, Microsoft Advertising Select Partner, and HubSpot Certified Partner. They state 900+ websites launched and $100M+ in client sales, with Inc. 5000 and multiple creative-award listings.

Genuine strength: genuine one-stop breadth — web design and development, SEO, PPC, email/SMS, social. For a small business that doesn’t have a marketing team, one vendor owning the site and the campaigns removes the finger-pointing that happens when the ads agency blames the web developer.

Where they’re the wrong call: PPC is one of five services. If Google Ads is your primary growth channel and you want the deepest possible bench on it specifically, a paid-search-first shop will go deeper.

Best for: SMBs and local businesses consolidating vendors, especially anyone whose website needs work before spend scales.

Directive best for B2B SaaS measuring pipeline, not leads

Directive runs Performance, Commerce, and Communications divisions out of Orange County, Austin, New York, Mexico City, London, and Toronto, led by CEO Garrett Mehrguth and co-founder Tanner Shaffer. They serve B2B technology, industrial, and services companies from Series A through pre-IPO, state $2.2M in annual R&D, and run a proprietary platform (DiscoverabilityOS) plus a “Customer Generation” methodology built on financial modeling and first-party attribution. Their own framing: “Customer Generation is the only kind of marketing we do.”

Genuine strength: that specialization is real, and it’s the right one for B2B. When your sales cycle is nine months, optimizing to form fills actively misleads you — you need first-party attribution back to closed revenue. Few agencies build for that.

Where they’re the wrong call: they’re B2B-only. Ecommerce, local services, and DTC aren’t the fit, and a six-office global agency isn’t built for a small startup’s first $10k of spend.

Best for: funded B2B SaaS and tech companies with a real sales motion and pipeline targets.

How to actually choose (four questions that get past the pitch)

Every agency will say yes to “do you do Google Ads?” These four are harder to fake:

1. “Who touches my account daily, and what else are they on?” The person in the sales call is rarely the person in the account. Get the name, the seniority, and the client load.

2. “Show me how you’d verify my conversion tracking in week one.” This is the tell. An agency that leads with bids and budgets before checking measurement is optimizing toward numbers nobody has validated. A good answer mentions duplicate conversions, cross-domain tracking, and enhanced conversions — and produces a real audit rather than a dashboard screenshot.

3. “What’s your negative keyword process after launch?” Search term waste compounds silently. Ask for the cadence and whether they maintain shared negative keyword lists across campaigns, especially now that broad match plus Smart Bidding pulls in far wider queries than exact-match-era accounts ever did.

4. “What happens in month four?” Months one to three are structural fixes — anyone competent finds wins there. Month four is where you learn whether they have a plan for scaling the account or just a maintenance retainer.

FAQ

Which Google Ads agency is the best?

There isn’t one, and any list claiming otherwise is guessing at your situation. The best agency for a multi-location HVAC company (Black Propeller) is a poor fit for a Series B SaaS with a nine-month sales cycle (Directive). Shortlist by fit first — vertical, channel mix, and who staffs the account — then compare two or three on the four questions above.

What should a Google Ads agency handle beyond bids?

Measurement, structure, and creative, at minimum: conversion tracking accuracy, campaign and ad group architecture, ad extension coverage like sitelinks and structured snippets, search term and negative keyword hygiene, and Ad Strength on responsive search ads. If the monthly report only shows spend and clicks, that’s what you’re paying for.

Is $20 a day enough for Google Ads?

It depends entirely on your cost per click. At $2 CPC that’s roughly 300 clicks a month — enough to learn something. At $40 CPC in legal or B2B software, it’s 15 clicks and no signal at all. Check average CPC in your industry before setting the budget, and work backward from the conversions you need using target ROAS math.

Do I need an agency or can I run Google Ads myself?

If you have someone in-house with 5+ hours a week and the appetite to learn, in-house often wins on small budgets — nobody knows your customers better. That’s the case for PPC coaching over management. Above roughly $10k/month in spend, the opportunity cost of a part-time amateur usually exceeds an agency fee.

How long before Google Ads works?

Structural fixes show up in two to four weeks. Reliable read on profitability takes one to two full sales cycles — 30 days for ecommerce, a quarter or more for B2B. Anyone promising profitability in week one is either lucky or lying.
